DialogIn Japan, "no" for all practical purposes does not exist. No one is to be publicly embarrassed or humiliated. This is the notion of face or one's image. Because saying no or even implying displeasure or disappointment risks humiliating the other party, they must be avoided. Instead the Japanese have devised a number of ways of indirectly saying no. Among these are: to ask a question, to say they don't understand, to change the subject, to say they can't answer at this time, to say the question is very difficult, to claim they have no authority to answer this question.
